New Delhi, 29 Aug 2015: While the rising crime rates in the country remain a cause of concern for the citizens and the government, not everything is so negative. The country does have a state like Sikkim, which witnessed the lowest number of murders, while Nagaland had the minimum cases of rape. Interestingly, it was the North East Indian states that had the lowest numbers of rape and murder cases in 2014.

 

Minimum murders

According to the latest Crime in India report 2014, prepared by the National Crime Records Bureau (NCRB), a constituent of the Ministry of Home Affairs, Sikkim recorded 12 murder cases – the least in the country. Goa comes to the second from bottom with 34 murders. Mizoram with 42 murders stands as the third state with minimum incidents of murder, while Nagaland (58) and Arunachal Pradesh (83) respectively take the fourth and fifth position.

 

Least number of rapes

In the list of states with the least number of rape cases in 2014, Nagaland tops with 30 rapes, beating Sikkim where 47 rape cases were registered. Manipur comes third with  no more than 75 cases of rape, while Arunachal Pradesh had 83 rapes, and Goa  with 95 incidents makes the fifth entry in terms of the lowest incidents of rape.

Maxim murders and rapes

In terms of maximum crimes related to murder and rapes, the Samajwadi Party (SP)-ruled Uttar Pradesh has witnessed 5,150 murders —the highest number in 2014, and Madhya Pradesh, which is under the rule of BJP, has witnessed 5,076 incidents the highest number of rapes in the year. After Uttar Pradesh, Bihar (3403), Maharashtra (2670), Madhya Pradesh (2274) and West Bengal (2217) are among the states that witnessed the maximum murders in 2014.

In cases of rape, Madhya Pradesh is followed by Rajasthan (3759) and Uttar Pradesh (3467), Maharashtra (3438) and Delhi (2096) are at No. 3, 4 and 5 in highest number incidents of rape in 2014.

Less population means less crime?

Generally it is said that state with less population is witnessing less crime and that with high population is leading in crime.

 

Arunendra Pandey, director of a Goa-based NGO Anyay Rahit Zindagi (ARZ), finds low population behind the lower crime rate in Goa and other states.

 

“If you compare the NCRB data with per lakh population, you may find Goa is actually on the higher side. The states that have fewer population witness fewer crimes as well. There are separate data for small states,” said Pandey.

 

But he also counts some other factors.

 

“Fewer incidents of murder and rapes are in fact relative to the ratio of other factors like better police administration, resource allocation, infrastructure, women empowerment, and caste crime,” said Pandey, a recipient of the Godfrey Phillips Bravery award.

 

Soter D’Souza, a social worker from Goa, also accords that fewer population is behind the low crime rate in the state. “Goa is not much better. Goa has low percentage of population, so crime rate is low.”

 

But D’Souza also adds: “Goa people are not hostile but calm.”

 

And numbers also indicate that mere low population is not the reason for low crime. See it: Sikkim with around 6 lakh population recorded 12 murders in 2014 while Uttar Pradesh with around 20 crore population recorded 5150 murders in the same year. In terms of population, UP can be home of 333 Sikkims and in that context there should be just around 4000 murders, but actually UP recorded over 5 thousand murders.

 

An interesting yet inconvenient truth that the 2014 NCRB data reveals is this: While it is the North Indian states that top the list of states with maximum incidents of rape and murder, North East India shows the least number of murders and rapes. However, there is a possibility that as the North East often does not make it to national headlines, many incidents of crime may go unreported there.
